Almost like in a rulebook, the political power of officials is associated with benefits, entering into business with the state, but also avoiding liability for violations of the law. Although established to warn and punish, the Anti-Corruption Agency has been turning a blind eye of politicians at power for years by avoiding to punish them or making the procedure worthless, as well as using lenient warnings, sometimes more than once for the same official.
