Similar to the previous year, when he emerged from a refrigerator holding a jar of pickles and joined other members of the <em>Serbian Progressive Party<\/em> (SNS) in the studio, this time, amidst thunderous applause and song, the president found his place at one of the five round tables in the studio.<\/p><p>The nearly two-hour-long show, along with other programs on <em>Pink<\/em> and other TV stations with national broadcasting licenses, was monitored by the <em>Regulatory Authority for Electronic Media<\/em> (REM) during the election campaign.<\/p><p>However, the report they published following the elections in late December did not contain data for <em>Pink<\/em>, <em>Happy<\/em>, <em>Prva<\/em>, or <em>B92<\/em>.<\/p><p>When the non-governmental organization <em>Bureau for Social Research<\/em> (BIRODI) <a href=\"https:\/\/www.birodi.rs\/rem-krije-suprotno-zakonu-podatke-na-osnovu-kojih-pravi-monitoring-izvestaje-o-ponasanju-medija-tokom-izbora\/\" target=\"_blank\" rel=\"noopener\">requested monitoring data<\/a> for these TV stations, REM briefly responded that &#8220;it does not have other information apart from the already published data.&#8221;<\/p><p>However, this was not true.<\/p><p>The <em>Journalists&#8217; Association of Serbia <\/em>(UNS) <a href=\"https:\/\/www.uns.org.rs\/sr\/desk\/UNS-news\/154778\/uns-saznaje-rem-ima-a-mesec-dana-ne-objavljuje-podatke-o-pracenju-izborne-kampanje-na-komercijalnim-televizijama.html\" target=\"_blank\" rel=\"noopener\">revealed<\/a> that REM&#8217;s Expert Service monitored the programs of these television stations and that the data does indeed exist.<\/p><p>The<em> Center for Investigative Journalism in Serbia <\/em>(CINS) had access to these data. Here is what they reveal:<\/p><ol><li><strong>Dominance of the list <em>Aleksandar Vu\u010di\u0107 \u2013 Serbia Must Not Stop <\/em><\/strong><\/li><\/ol><p>On <em>Pink<\/em> TV, over 18 hours of election programming were dedicated to the <em>Aleksandar Vu\u010di\u0107 \u2013 Serbia Must Not Stop<\/em> list, while all other participants put together had about five hours of exposure.<\/p><p><em>Happy<\/em> devoted around 20 hours of pre-election programming to the list associated with the <em>Serbian Progressive Party<\/em>, followed by the <em>Serbian Radical Party<\/em> (SRS) with about six hours. Other election participants were given around 11 hours of airtime.<\/p><p>The list associated with Aleksandar Vu\u010di\u0107 had over 12 and a half hours of exposure on <em>B92<\/em>. Other election participants had about three hours. On <em>Prva<\/em> TV, SNS received just over eight hours of pre-election exposure, while others had just under five hours.<\/p><div class=\"fullwreg\"><div style=\"position: relative; width: 100%; height: 0; padding-top: 116.6667%;\n padding-bottom: 0; box-shadow: 0 2px 8px 0 rgba(63,69,81,0.16); margin-top: 1.6em; margin-bottom: 0.9em; overflow: hidden;\n border-radius: 8px; will-change: transform;\">\n  <iframe loading=\"lazy\" style=\"position: absolute; width: 100%; height: 100%; top: 0; left: 0; border: none; padding: 0;margin: 0;\"\n    src=\"https:&#x2F;&#x2F;www.canva.com&#x2F;design&#x2F;DAF7RBtsZmk&#x2F;view?embed\" allowfullscreen=\"allowfullscreen\" allow=\"fullscreen\">\n  <\/iframe>\n<\/div>\n<a href=\"https:&#x2F;&#x2F;www.canva.com&#x2F;design&#x2F;DAF7RBtsZmk&#x2F;view?utm_content=DAF7RBtsZmk&amp;utm_campaign=designshare&amp;utm_medium=embeds&amp;utm_source=link\" target=\"_blank\" rel=\"noopener\"><\/a><\/div><ol start=\"2\"><li><strong>Anti-opposition and pro-government sentiment<\/strong><\/li><\/ol><p>Not only was there a significant difference in the allocated time, but these TV stations largely reported negatively about the opposition while speaking positively about the government. For example, nearly half of the election program on <em>Pink<\/em> and <em>B92<\/em> had a negative sentiment towards the opposition and its individual members.<\/p><p><strong>Dragan J. Vu\u010di\u0107evi\u0107<\/strong>, the owner and editor of the pro-government tabloid <em>Informer<\/em>, appeared 12 times in <em>Pink&#8217;s<\/em> programs during the 45-day campaign period. During one of his appearances on the &#8220;Novo Jutro&#8221; show, Vu\u010di\u0107evi\u0107 stated that the &#8220;\u0110ilas followers are a radicalized minority&#8221; that is &#8220;above the law,&#8221; in contrast to the &#8220;quiet minority&#8221; of decent people represented by Aleksandar Vu\u010di\u0107, <a href=\"https:\/\/vreme.com\/komentar\/jedno-obicno-jutro-na-pinku\/\" target=\"_blank\" rel=\"noopener\">as reported by Vreme<\/a>.<\/p><p>Similarly, on TV <em>Happy<\/em>, criticism of the opposition and its leaders could be heard in nearly 40 percent of the election-related programs. Almost a quarter of TV <em>Prva&#8217;s<\/em> program was directed towards criticizing the opposition.<\/p><p>At the same time, all TV stations with national broadcasting licenses mostly reported on the actions of the government and the <em>Serbian Progressive Party<\/em> (SNS) with a positive sentiment.<\/p><p><strong>Zoran Gavrilovi\u0107<\/strong> from BIRODI told CINS that there is a system that produces inequality, favoring Aleksandar Vu\u010di\u0107, whether he is an election participant or a supporter of the list.<\/p><p>&#8220;When you look at the time, sentiment, and topics, it&#8217;s simply the propaganda of Aleksandar Vu\u010di\u0107 broadcast through a controlled media system.&#8221;<\/p><div class=\"row  irelated\"><div class=\"col-md-12 \"><div class=\"line\"><\/div><\/div><div class=\"col-md-12 \"><div class=\"irelatedhead\">Na istu temu:<\/div><\/div><div class=\"col-md-12 \"><div class=\"irelatedposts\"><div class=\"row irelatedpost\"><div class=\"col-md-4\" >\n            \t\t\t\t<div class=\"irelatedimg\" style=\"background-image:url('https:\/\/www.cins.rs\/wp-content\/uploads\/2019\/08\/BG-TEME-KAMPANJA-PKG-19-MMN-1-20160305-182617217-.mxf_.Still001-576x324.jpg');\"  >\n            \t\t\t\t\t<div class=\"irelatedimgarrow d-sm-block d-md-none\" ><img decoding=\"async\" class=\"nolightbox\" src=\"https:\/\/www.cins.rs\/wp-content\/plugins\/xo-tinymce\/tinyrelated\/img\/arrow.svg\"><\/div>\n            \t\t\t\t<\/div>\n            \t\t\t<\/div><div class=\"col-md-8  irelatedcont \"><div class=\" irelatedconttitle\"><a href=\"https:\/\/www.cins.rs\/en\/rems-secret-report-televisions-before-elections-served-to-vucic\/\" target=\"_blank\" >REM\u2019s Secret Report: Televisions before Elections Served to Vu\u010di\u0107<\/a><div class=\"irelatedcontarrow d-none d-md-block\" ><img decoding=\"async\" class=\"nolightbox\" src=\"https:\/\/www.cins.rs\/wp-content\/plugins\/xo-tinymce\/tinyrelated\/img\/arrow.svg\"><\/div><\/div><\/div><\/div><\/div><\/div><div class=\"col-md-12 \"><div class=\"line \"><\/div><\/div><\/div><ol start=\"3\"><li><strong>Analysts as promoters of the government<\/strong><\/li><\/ol><p>REM&#8217;s monitoring shows that during the election campaign, analysts on TV stations with national broadcasting licenses largely promoted the government&#8217;s actions, while criticizing the opposition.<\/p><p>REM&#8217;s expert services recorded that analysts were present on <em>Pink<\/em> for 28 hours during the election campaign, which is more than a third of the total election program on this TV station.<\/p><p>Nearly one-third of TV <em>Prva\u2019s<\/em> election program consisted of discussions with analysts. REM identified the director and chief editor of <em>Studio B <\/em><strong>Ivana Vu\u010di\u0107evi\u0107<\/strong> and the chief editor of <em>Srpski portal<\/em> <strong>Dejan Vukeli\u0107<\/strong> as analysts on this TV station. During their appearance on the &#8220;Prelistavanje&#8221; show, they discussed the support of over 2,000 public figures for the list gathered around SNS. On this occasion, they praised the moves of all signatories and criticized the opposition.<\/p><p>&#8220;Vu\u010di\u0107 is to blame for everything \u2013 that seems to be the lead in the opposition\u2019s entire campaign on every topic,&#8221; Vu\u010di\u0107evi\u0107 said, while Vukeli\u0107 explained that &#8220;here, some people live in a completely parallel and imaginary <em>United Media<\/em> universe (&#8230;), where this is Mordor, where nothing works.&#8221;<\/p><div class=\"row  irelated\"><div class=\"col-md-12 \"><div class=\"line\"><\/div><\/div><div class=\"col-md-12 \"><div class=\"irelatedhead\">Na istu temu:<\/div><\/div><div class=\"col-md-12 \"><div class=\"irelatedposts\"><div class=\"row irelatedpost\"><div class=\"col-md-4\" >\n            \t\t\t\t<div class=\"irelatedimg\" style=\"background-image:url('https:\/\/www.cins.rs\/wp-content\/uploads\/2023\/10\/Milioni-za-televizije-mimo-zakona-i-uz-blagoslov-REM-a-CINS-576x324.jpg');\"  >\n            \t\t\t\t\t<div class=\"irelatedimgarrow d-sm-block d-md-none\" ><img decoding=\"async\" class=\"nolightbox\" src=\"https:\/\/www.cins.rs\/wp-content\/plugins\/xo-tinymce\/tinyrelated\/img\/arrow.svg\"><\/div>\n            \t\t\t\t<\/div>\n            \t\t\t<\/div><div class=\"col-md-8  irelatedcont \"><div class=\" irelatedconttitle\"><a href=\"https:\/\/www.cins.rs\/en\/tv-stations-earn-millions-with-rems-blessing-outside-the-boundaries-of-the-law\/\" target=\"_blank\" >TV Stations Earn Millions with REM\u2019s Blessing \u2013 Outside the Boundaries of the Law<\/a><div class=\"irelatedcontarrow d-none d-md-block\" ><img decoding=\"async\" class=\"nolightbox\" src=\"https:\/\/www.cins.rs\/wp-content\/plugins\/xo-tinymce\/tinyrelated\/img\/arrow.svg\"><\/div><\/div><\/div><\/div><\/div><\/div><div class=\"col-md-12 \"><div class=\"line \"><\/div><\/div><\/div><p>More than a quarter of the election program on TV <em>Happy<\/em> was dedicated to analysts, who were present for over 24 hours in regular programs and special election broadcasts.<\/p><p>Analysts also made up 20 percent of the total election program on B92, where their exposure amounted to about 10 hours.<\/p><p>Gavrilovi\u0107 says that this selection of analysts simulates public opinion because they do not use any research for their analyses.<\/p><p>&#8220;These are people who are there to cover and replace real electoral process participants, primarily the ruling party, and to say all the negative things that someone from the party would say, but doesn\u2019t do so.&#8221;<\/p><ol start=\"4\"><li><strong>Vu\u010di\u0107 helped the campaign<\/strong> <strong>as president<\/strong><\/li><\/ol><p>In addition to the election activities of political parties, REM specifically noted the appearances of state officials during the campaign. All commercial television stations reported on the activities of Serbia\u2019s President, as well as the Prime Minister, ministers, and other members of the government.<\/p><p>Thus, as Serbia\u2019s President, Aleksandar Vu\u010di\u0107 had about 14 hours of TV exposure on <em>Pink<\/em> and the same amount on <em>B92<\/em>. The changes prohibited the media from reporting on events opening infrastructure and other facilities or marking the beginning of the construction of such facilities 30 days before the elections if public officials who are candidates for President, MPs, or councilors are present.<\/p><p>However, when it comes to these elections, the new rule did not have a significant impact. This provision of the law applies only to those officials who are simultaneously candidates in the elections. Even though Aleksandar Vu\u010di\u0107 headed the <em>Serbian Progressive Party&#8217;s<\/em> list, he was not a candidate and was thus exempt from this restriction.<\/p><p>If we add to this the participation of the &#8220;Serbia Must Not Stop&#8221; list, which Vu\u010di\u0107 headed, and the appearances of analysts who mostly spoke in favor of the government on all commercial television stations, one can observe that SNS enjoyed absolute media dominance during this campaign.<\/p><div class=\"rmbox\"><h2 class=\"rmboxtitle\">TV Monitoring During the Election Campaign<\/h2><div class=\"rmboxteaser\"><p class='MsoNormal' style='mso-margin-bottom-alt: auto; text-align: justify; line-height: 18.0pt;'><span style='font-size: 12.5pt; font-family: Montserrat; mso-fareast-font-family: 'Times New Roman'; color: black; letter-spacing: .75pt; mso-no-proof: yes;'>Whenever elections are organized, the REM\u2019s Expert Service monitors television coverage. During these times, the Council decides which television stations will be under supervision, typically involving monitoring public broadcasters, TV stations with national broadcasting licenses, and some cable TV channels. REM regularly observes standard news programs, specialized election broadcasts, and the appearances of officials and candidates competing in the elections.<\/span><\/p><\/div><div id=\"rmtease4482657\" class=\"rmboxtext hidden\"><p class='MsoNormal' style='mso-margin-bottom-alt: auto; text-align: justify; line-height: 18.0pt;'><span style='font-size: 12.5pt; font-family: Montserrat; mso-fareast-font-family: 'Times New Roman'; color: black; letter-spacing: .75pt; mso-no-proof: yes;'>Prior to the last elections, REM\u2019s<\/span> <span style='font-size: 12.5pt; font-family: Montserrat; mso-fareast-font-family: 'Times New Roman'; color: black; letter-spacing: .75pt; mso-no-proof: yes;'>Expert Service committed to preparing and publishing three periodic reports covering 15 days of programming aired during the election campaign. In addition to these periodic reports, they were required to publish a final report upon the conclusion of the elections. These documents were supposed to reveal the amount of time each television station dedicated to the election campaign as well as to each individual election participant.
