The building, a former workers\u2019 settlement, was so old and in such poor condition that those who had been living there for some time were not obliged to pay rent to the <em>Municipality<\/em>.<\/p><p>All the tenants, more than 30 of them, managed to escape with their lives intact, but the building was \u201cswallowed\u201d by flame, leaving behind only ruins.<\/p><p>\u201cWe did not fear for our lives once we were out, but started thinking about where we would go, what we would do, and where to start from. He says that although he initially believed the promises would be fulfilled, he is now disappointed. When asked how he feels, he replies:<\/p><p>\u201cLike crap, what can I tell you. In other words, only companies invited by the <em>Municipality<\/em> could participate.<\/p><p>Of the four invited companies, two companies from Novi Sad submitted their bids at the end of April \u2013 <em>Dynamic Invest Group<\/em> and <em>Gro Statik<\/em>. While<em> Gro Statik<\/em> offered a price of 24.2 million RSD (excluding VAT), <em>Dynamic Invest Group<\/em> made a bid of 47.7 million RSD (excluding VAT), which is almost twice the estimated value of the purchase.<\/p><div class=\"antrefile-container\"><div class=\"antrefile\"><h2 class=\"antretitle\">Misdemeanor charge against Municipality Administration Head<\/h2><div class=\"antrefilecont\"><p>Conducting a public procurement under urgent procedure was under the scrutiny of the <em>Public Procurement Office<\/em>.<\/p>\n<p>After the <em>Municipality<\/em> addressed it requesting an opinion, the <em>Office<\/em> asked for a supplement, i.e. additional explanation as to whether they considered that the procurement be carried out through an open procedure with a shorter deadline. As they did not receive an answer, they filed a misdemeanor charge against <em>Ba\u010d Municipality<\/em> Administration Head <strong>\u0160piro \u0160orgi\u0107<\/strong>.<\/p>\n<p>In a statement for CINS, \u0160orgic says that they did not send a supplement because they are not obliged to do so by the Law on Public Procurement.<\/p>\n<p>However, <strong>Rade \u0110uri\u0107<\/strong> believes that the urgent procedure is problematic.<\/p>\n<p>\u201cIt makes no sense. Logically speaking, what is urgent here is to provide living conditions. That means finding temporary accommodation for the tenants, which has been done.\u201d<\/p>\n<p>In support of this is the fact that concrete, reinforcement, roof construction, and other construction materials were procured for construction through public procurement procedures, but this was not done by urgent but by regular \u2013 open procedures. \u0110uri\u0107 believes that this slows down the process that was allegedly carried out by urgent procedure, making it superfluous as well.<\/p><\/div><\/div><\/div><p>According to <strong>Rade \u0110uri\u0107<\/strong>, a lawyer who has been analyzing public procurement procedures for years, <em>Dynamic Invest Group<\/em> had to be disqualified due to a bid that exceeded the estimated value of the procurement and should not have been negotiated with.<\/p><p>\u201cThe <em>Municipality<\/em> accepted the offer even though it was unacceptable, and they negotiated with the company even though they had to reject it.\u201d<\/p><p>However, that did not happen and this company got the job after two rounds of negotiations by lowering its price by around 27 million RSD and becoming the highest bidder.<\/p><p><em>Ba\u010d Municipality<\/em> Administration Head <strong>\u0160piro \u0160orgi\u0107<\/strong> explains that they did not reject <em>Dynamic Invest Group<\/em> at the beginning of the procedure because an error was made:<\/p><p>\u201cThe one who lowered the price made a mathematical error. Here in the<em> Municipality<\/em>, there was a discussion about what was going on, and both sides agreed that it was a computer error.\u201d<\/p><p>\u0110uri\u0107 points out that in that case, the decision on awarding the contract should point to the existence of an error, but also the request for correction within the expert assessment:<\/p><p>\u201cIt seems that this was done quite consciously and with the intention of either concealing the real price, or in case of one offer, having that company be the only one with which negotiations must take place, even though its offer is far above the estimated value.\u201d<\/p><p>Due to unforeseen works, <em>Dynamic Invest Group<\/em> signed an annex to the contract with the<em> Municipality<\/em> on 21 December last year, which entitled them to an additional 3.2 million RSD (excluding VAT).<div class=\"antrefile-container\"><div class=\"antrefile\"><div class=\"antreimg\"><img decoding=\"async\" src=\"https:\/\/www.cins.rs\/wp-content\/uploads\/2022\/03\/POLICE-AT-THE-SITE-OF-THE-EXPLOSION-IN-WHICH-RADOVAN-RADIC-WAS-INJURED-PHOTO-BETA-DRAGAN-GOJIC-1-scaled.jpg\"  \/>\n            <figcaption class=\"wp-caption-text\">POLICE AT THE SITE OF THE EXPLOSION IN WHICH RADOVAN RADI\u0106 WAS INJURED; PHOTO: BETA \/ DRAGAN GOJI\u0106 <\/figcaption>\n            <\/div><div class=\"antrefilecont\"><\/div><\/div><\/div><p>Although we asked to speak with the owner of this company, no one contacted us by the time this text was published, despite promises made.<\/p><p>The owner of <em>Dynamic Invest Group<\/em> is <strong>Radovan Radi\u0107<\/strong>, whom <em>Blic<\/em> wrote about in 2014 \u2013 he was seriously injured when a car, under which a plastic explosive had been attached, exploded on Europe Boulevard in Novi Sad.<\/p><h2>Waiting for a home<\/h2><p><em>Municipality <\/em>Administration Head \u0160orgi\u0107 claims that everything foreseen by the contract was completed at the end of December 2021. The reality, however, is quite different.<\/p><p>In February of this year, CINS journalists came across a roofless building on the construction site, even though the planned items in the contract with the contractor included roofing works.<\/p><p>At that time, we did not find any workers on the construction site, despite the fact that it was a working day.<\/p><p>\u0160orgi\u0107 points out that work is being done on the building \u2013 plastering and installing windows. President of the <em>Government of Vojvodina<\/em> <strong>Igor Mirovi\u0107<\/strong> visited the construction site in October last year and stated that the <em>Province<\/em> would allocate additional money so that the families could move into the new building by June 2022.<\/p><p>In the meantime, for the temporary accommodation of tenants, according to \u0160orgic, the <em>Municipality<\/em> allocates between 50 and 100 EUR per month for each of the families, depending on the number of members and the size of the apartment where they are accommodated.<\/p><p>Anica \u0160ipek says that she and the other tenants are not satisfied with the situation in which they now find themselves in. One problem is a lack of heating because, as she says, they did not get it since they had been told they would be spending the winter in new apartments.<\/p><p>The accommodation, which was supposed to be temporary, has been their place of residence for more than a year, and some of the owners want to sell the rented space.<\/p><p>\u201cThey feel uncomfortable, those landlords are no longer what they were at the beginning and there is a feeling of being fed up on both sides,\u201d \u0160ipek says.<\/p><p>And while they are all waiting for new homes, some will not live to move into them. Anica\u2019s and Andrija\u2019s older brother passed away in temporary accommodation last year.<\/p><div class=\"rmbox\"><h2 class=\"rmboxtitle\">Disappointed by SNS<\/h2><div class=\"rmboxteaser\"><p>Both <strong>Andrija Surop<\/strong> and his sister <strong>Anica \u0160ipek<\/strong>, who say they are members of the <em>Serbian Progressive Party<\/em> (SNS), told CINS that municipal officials often \u201chid\u201d behind President <strong>Aleksandar Vu\u010di\u0107<\/strong> and his brother <strong>Andrej<\/strong> while communicating with them.<\/p>\r\n<p><img src='\/wp-content\/uploads\/2022\/02\/Anica-Sipek-foto-CINS-scaled.jpg' alt='' \/><\/p><\/div><div id=\"rmtease3447815\" class=\"rmboxtext hidden\"><p>This is how \u0160ipek recounts a meeting at which they were told that the apartments would be finished in November, when the <em>Municipality<\/em> told them that Vu\u010di\u0107 was \u201cstrong-arming everyone\u201d for the apartments to be finished as soon as possible:<\/p>\r\n<p>\u201c\u2019It has to be finished, President Vu\u010di\u0107 said so, or he will have our heads.\u2019 I said, I'll put my head on the line if he knows what\u2019s going on, but I don't believe you. \u2018You'll see in November.\u2019 And November went by, so what can I say?\u201d<\/p>\r\n<p>She points out that she still believes in Aleksandar Vu\u010di\u0107, but that she no longer trusts the party.<\/p><\/div><div id=\"rmteaseb3447815\" class=\"rmboxteaserall\"><span>Show more<\/span><\/div>\n\n<script>\njQuery(document).ready(function(){\n    jQuery(\"#rmteaseb3447815\").click(function(){\n        if(jQuery(\"#rmtease3447815\").is(\":hidden\")){\n            jQuery(\"#rmtease3447815\").slideDown(400);\n            jQuery(\"#rmteaseb3447815 span\").text(\"Show less\");\n        } else {\n            jQuery(\"#rmtease3447815\").slideUp(400);\n            jQuery(\"#rmteaseb3447815 span\").text(\"Show more\");\n        }\n    });\n});\n<\/script>\n\n            <\/div><div class=\"rmbox\"><div class=\"rmboxteaser\"><p style='box-sizing: border-box; margin-top: 0px; margin-bottom: 1rem; font-family: Montserrat; font-size: 16.67px; letter-spacing: 1px; background-color: #efefef; caret-color: #000000; text-size-adjust: auto;'>Thank you for reposting CINS articles!
