This company founded a special section that has been working on promoting local authorities and the <em>Serbian Progressive Party <\/em>since 2017, says a source of the <em>Center for Investigative Journalism of Serbia <\/em>(CINS) well acquainted with the company\u2019s operations. The source wanted to remain anonymous, but CINS got confirmation for the claims made in the piece from multiple sides and through documents.<\/p><p>The Progressive party appeared among WM\u2019s clients at one point, specifically the chapter in Stari Grad, one of the few Belgrade municipalities that were not controlled by the ruling party at the time. Company representatives explain that they are social media experts, that they have <em>Beograd \u017divi <\/em>in their portfolio, and then they discuss the <em>City\u2019s <\/em>priorities with the mayor. Then WM commissions an opinion poll from the IPSOS polling agency and finds out what the biggest problems are according to the citizens, what the successes are and to whom the citizens attribute them, what they think about the authorities and the like. Based on that, the company was able to come up with a strategy for promoting the city leaders and life in the city.<\/p><p>In this case, an opinion poll conducted in April 2019 showed that optimism was low among Pan\u010devo citizens, and so <em>Pan\u010devu Treba <\/em>aimed to boost optimism on social networks and to show that the city government keeps its promises.<\/p><p>It turned out that the results of the local authorities, the mayor and the members of the city administration were not visible enough, and so the strategy sought to show the mayor\u2019s interaction with the citizens, his presence in places where projects were being carried out, as well as \u201chis love for Pan\u010devo.\u201d<\/p><p>The focus was on the brand of the <em>City, <\/em>the slogan, the tone of the messages, visual appearance, etc.<\/p><p>The then Pan\u010devo mayor,\u00a0<strong>Sa\u0161a Pavlov<\/strong>, from the ranks of the <em>Serbian Progressive Party, <\/em>confirmed in a statement to CINS that he had met with <em>Wireless Media <\/em>representatives, at their initiative. They asked him what the most important investments were and what plans the city authorities had for the upcoming period. It was important for them to learn what they should focus on in the promotion, Pavlov explained to CINS:<\/p><p>\u201cSince I had a four-year term of office, they needed an opinion on what had been done and what, in my opinion, should be presented in the media.\u201d<\/p><p><strong>Violeta Jovanov Pe\u0161tanac <\/strong>worked on the project as a journalist. Pe\u0161tanac is an editor on the websites <em>Zeleni Minuti <\/em>(<em>Green Minutes<\/em>) and <em>Pan\u010devo MOJKraj <\/em>(<em>Pan\u010devo MYNeighborhood<\/em>) and has been covering environmental topics for years, for which she has even won awards. According to the Media Financing database of the <em>Journalists\u2019 Association of Serbia, <\/em>since 2017 she has received just over 7.5 million dinars in media competitions through her consulting agency and the association, and just under 3.2 million of that sum came from <em>Pan\u010devo<\/em>.<\/p><p>Although our interlocutors from Pan\u010devo confirmed that Pe\u0161tanac had worked on the project, when contacted by CINS she first denied any ties to the project, and then refused to answer any questions.<\/p><p>In less than six months in 2020, 140 videos were posted on the <em>Pan\u010devu Treba <\/em>page on <em>YouTube<\/em>, i.e. on average 23 videos per month.<\/p><p>The promotional videos were made from people at the local level. The ones we spoke to do not hide the fact that it was political propaganda. Cameraman <strong>Sr\u0111an Milivojevi\u0107 <\/strong>explains what the work looked like:<\/p><p>\u201cThey call me up: \u2018Come on, the opening of a playground needs to be shot,\u2019 for example. I go there, shoot the opening of the playground, give the card to the video editor and I\u2019m done with it.\u201d<\/p><p>Such footage went to video editor <strong>Radovan \u0110eri\u0107<\/strong>, who received instructions on how to edit it. He explained to CINS that they had also used footage from other televisions, such as <em>Pink TV <\/em>and local <em>Pan\u010devo TV.<\/em><\/p><p>WM had project coordinators at the local level, and sometimes they were local officials of the <em>Serbian Progressive Party.<\/em><\/p><h2><strong>Embellishment of reality at \u017de\u017eelj\u2019s expense<\/strong><\/h2><p>In most cases the promotion started before elections, and in some cities it ended after them. Former Pan\u010devo mayor Sa\u0161a Pavlov confirmed that everything had been done for election campaign purposes:<\/p><p>\u201cWe all wanted what we had done to be seen, to be properly validated for a future period. I see nothing strange there.\u201d<\/p><p>This statement may be taken as confirmation of sorts that the promotion was a part of the campaign of his party, the party from which he and the other city officials hail, said <strong>Nemanja Nenadi\u0107 <\/strong>of <em>Transparency Serbia.<\/em><\/p><p>The money spent on the promotion was not included in the Progressive party\u2019s financial statements, and Nenadi\u0107 said that the donation had to have been reported to the\u00a0<em>Anti-Corruption Agency.<\/em><\/p><p><iframe loading=\"lazy\" title=\"Vrti\u0107 u Ivanovu\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/Q-j4pVxeJas?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p><p>WM representatives deny that the platform was made for an election campaign, but rather for the improvement of communication with the citizens and greater transparency of work of the city administrations.<\/p><p>\u201cWe look regretfully at the statement by Mr. Pavlov who managed the project, because it confirms that he and his team in the <em>City of Pan\u010devo <\/em>at the time did not recognize the true purpose, importance and potential of the platform. Their idea was obviously to use it once, as you say he stated, for an election campaign rather than for the greater good and for improving communication with the citizens,\u201d the company said in its reply to CINS.<\/p><p>The company representatives also said that after the first successful project, <em>Beograd \u017divi<\/em>, several cities and municipalities from Serbia and the region had contacted WM with a request for cooperation:<\/p><p>\u201cGiven that our commercial offers were too expensive for them, we decided to do a few more pilot projects in smaller environments, so as to additionally develop the product and additionally optimize the price.\u201d<\/p><p>In their words, they are working on expanding the project to several other cities in Serbia.<\/p><p>Besides social networks, influence is spread in other ways, too. Some of the most popular tabloid websites in the country\u2013\u00a0<em>Kurir<\/em>,\u00a0<em>Mondo<\/em>,\u00a0<em>Espreso<\/em>, now all owned by \u017de\u017eelj, convey stories and videos, and provide links to the <em>Instagram<\/em>\u00a0pages of these cities. Ahead of the elections in Belgrade, the\u00a0<em>Beograd \u017divi <\/em>brand was also promoted on billboards in the city center.<\/p><div class=\"rmbox\"><h2 class=\"rmboxtitle\">Igor \u017de\u017eelj: Media mogul and Telekom\u2019s partner<\/h2><div class=\"rmboxteaser\"><p class='MsoNormal'><b><span lang='SR-LATN-RS' style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif;'><img src='\/wp-content\/uploads\/2021\/10\/Igor-Zezlj.jpg' alt='' \/><\/span><\/b><\/p>\r\n<p class='MsoNormal'><span lang='SR-LATN-RS' style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif;'>Igor \u017de\u017eelj; photo: Beta\/ Adria Media Group<\/span><\/p>\r\n<p class='MsoNormal'><b><span lang='SR-LATN-RS' style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif;'>Igor \u017de\u017eelj<\/span><\/b><span lang='SR-LATN-RS' style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif;'> has been working in digital media for more than 15 years, according to the <i>Media Ownership Monitor Serbia <\/i>website. In addition to <i>Wireless Media<\/i>, which he owns through the <i>Mobil Media <\/i>company, \u017de\u017eelj owns nine other companies. Among them are <i>Mondo.inc, <\/i>which has the eponymous website, production company <i>Firefly<\/i>, and <i>Adria Media Group<\/i> (AMG) which owns dozens of media outlets, the best known of which are the <i>Kurir <\/i>tabloid and the <i>Espreso.rs <\/i>website. According to a report by the Journalists\u2019 Association of Serbia from January 2019, by acquiring AMG \u017de\u017eelj became the owner of a total of 41 media outlets.<\/span><\/p><\/div><div id=\"rmtease5931504\" class=\"rmboxtext hidden\"><p class='MsoNormal'><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'>CINS <\/span><span lang='SR-LATN-RS'><a href='\/en\/serbian-progressive-party-bots-had-access-to-kurir-and-espreso-websites\/' target='_blank' rel='noopener'><span lang='EN-US' style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'>wrote earlier<\/span><\/a><\/span><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'> that <i>Serbian Progressive Party <\/i>activists, known as bots, were able to leave thousands of pluses and minuses on comments on the <i>Kurir <\/i>and <i>Espreso <\/i>websites using the <i>Votr2 <\/i>app, thereby influencing the readers of these popular media. <\/span><\/p>\r\n<p class='MsoNormal'><i><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'>Wireless Media<\/span><\/i><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'> ended up in the public spotlight last year because <i>Freedom and Justice Party <\/i>representative <b>Marinika Tepi\u0107<\/b> revealed that <i>Telekom <\/i>had invested 38 million euros in that company in 2018, voicing the suspicion that it was exactly that money that was used to buy AMG. <\/span><\/p>\r\n<p class='MsoNormal'><i><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'>Telekom<\/span><\/i><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'> and WM also jointly participate in state public procurement procedures. <\/span><\/p>\r\n<p class='MsoNormal'><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'>In the 1990s, \u017de\u017eelj was one of the leaders of the student protests against the regime of <b>Slobodan Milo\u0161evi\u0107<\/b>.<b> <\/b>He was the manager of the <i>Red Star Basketball Club <\/i>and the general manager of the soccer club of the same name.<\/span><\/p><\/div><div id=\"rmteaseb5931504\" class=\"rmboxteaserall\"><span>Show more<\/span><\/div>\n\n<script>\njQuery(document).ready(function(){\n    jQuery(\"#rmteaseb5931504\").click(function(){\n        if(jQuery(\"#rmtease5931504\").is(\":hidden\")){\n            jQuery(\"#rmtease5931504\").slideDown(400);\n            jQuery(\"#rmteaseb5931504 span\").text(\"Show less\");\n        } else {\n            jQuery(\"#rmtease5931504\").slideUp(400);\n            jQuery(\"#rmteaseb5931504 span\").text(\"Show more\");\n        }\n    });\n});\n<\/script>\n\n            <\/div><p>\u201cI see only something that has been modernized in media terms, polished, well shot, graphically well presented, it\u2019s all nice and modern, but nothing new aside from the standard creation of a parallel reality,\u201d journalist Tamara Skrozza explained to CINS.<\/p><p>That content is manipulative, Skrozza believes, and the goal is to convince people to vote for the <em>Serbian Progressive Party<\/em>:<\/p><p>\u201cThe ruling party is stuffing our media and online sky with a bunch of stories, pieces of information, which makes it increasingly difficult for us to see what the real information is.\u201d<\/p><div class=\"fullwreg\"><iframe loading=\"lazy\" src=\"https:\/\/www.facebook.com\/plugins\/video.php?height=314&href=https%3A%2F%2Fwww.facebook.com%2Fbeogradzivi%2Fvideos%2F258512651355984%2F&show_text=false&width=560&t=0\" width=\"560\" height=\"314\" style=\"border:none;overflow:hidden\" scrolling=\"no\" frameborder=\"0\" allowfullscreen=\"true\" allow=\"autoplay; clipboard-write; encrypted-media; picture-in-picture; web-share\" allowFullScreen=\"true\"><\/iframe><\/div><p>Some of the contracts that the cities and municipalities concluded with WM state that the company itself is paying for the promotion.<\/p><p>After the Progressives came to power in Stari Grad in 2020, municipal chief Radoslav Marjanovi\u0107 concluded a contract with WM on promotion on social networks, which is valid until the end of 2021. The contract does not say that the company is being paid for the job.<\/p><p>Cooperation deals have also been made in Sombor, Novi Sad and Sremska Mitrovic.<\/p><p>WM has pledged to design the promotion of these cities and maintain their websites and social network accounts at its own expense, for a period of between one and two years. These contracts and protocols do not say either what the company gets in return and who is paying for it all.<\/p><p>The WM representatives declined to say how much such projects cost because they believe that if they revealed the price, they would jeopardize the company\u2019s \u201cmarket potential.\u201d<\/p><p>They assured us that the budgets were \u201cmodest and optimized\u201d because they had kept in mind the fact that the municipalities were supposed to pay for those projects.<\/p><p>\u201cBased on the pilot projects, we developed platforms that are part of our commercial offer in the whole region and we hope that in the next few months we will be able to boast to commercial clients, who finance the service on their own or from numerous EU and other available funds which support such platforms.\u201d<\/p><div class=\"rmbox\"><h2 class=\"rmboxtitle\">Sombor Is Open<\/h2><div class=\"rmboxteaser\"><p class='MsoNormal'><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'>\u017de\u017eelj\u2019s company also helped the <i>City of Sombor<\/i>, which <\/span><span lang='SR-LATN-RS'><a href='https:\/\/www.soinfo.org\/vesti\/tag\/igor%20%C5%BEe%C5%BEelj\/' target='_blank' rel='noopener'><span lang='EN-US' style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'>local website SOInfo<\/span><\/a><\/span><span class='MsoHyperlink'><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'> wrote about<\/span><\/span><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'> first. Here CINS provides details from the contract that have been unknown until now.<\/span><\/p>\r\n<p class='MsoNormal'><i><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-fareast-font-family: Calibri; mso-fareast-theme-font: minor-latin; mso-ansi-language: EN-US; mso-fareast-language: EN-US; mso-bidi-language: AR-SA;'>Wireless Media<\/span><\/i><span style='font-size: 14pt; line-height: 115%; font-family: 'Times New Roman', serif;'> donated a camera drone, computers and accompanying equipment. According to the calculation the CINS journalists did based on current prices in stores, the value of the donation exceeds the sum of 500,000 dinars. The <i>City <\/i>was also given year-long licenses for some of the best video editing, illustration, digital image processing and antivirus software.<\/span><\/p><\/div><div id=\"rmtease9236100\" class=\"rmboxtext hidden\"><p class='MsoNormal'><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'>The company was also supposed to train people to manage the project. There was no training and cooperation did not continue after one year, <i>City <\/i>representatives told CINS and explained what had happened to the equipment:<\/span><\/p>\r\n<p class='MsoNormal'><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'>\u201cA portion of the donated equipment is at the <i>Laza Kosti\u0107 Cultural Center <\/i>in Sombor, while another portion is in the bodies of the city of Sombor and is used for regular activities.\u201d<\/span><\/p>\r\n<p class='MsoNormal'><span style='font-size: 14.0pt; line-height: 115%; font-family: 'Times New Roman',serif; mso-ansi-language: EN-US;'>However, the <i>Sombor je Otvoren <\/i>(<i>Sombor Is Open<\/i>) accounts on social networks have been active the whole time.
