{"id":30356,"date":"2021-04-24T09:56:08","date_gmt":"2021-04-24T07:56:08","guid":{"rendered":"https:\/\/www.cins.rs\/?p=30356"},"modified":"2021-09-29T12:59:55","modified_gmt":"2021-09-29T10:59:55","slug":"run-down-toilets-in-elementary-schools-not-a-priority-for-the-authorities","status":"publish","type":"post","link":"https:\/\/www.cins.rs\/en\/run-down-toilets-in-elementary-schools-not-a-priority-for-the-authorities\/","title":{"rendered":"Run-Down Toilets in Elementary Schools Not a Priority for the Authorities"},"content":{"rendered":"<p>Squat toilets, poor hygiene, occasional unpleasant smells and inoperative water tanks \u2013 this is how the parent of a student at the <em>Vuk Karad\u017ei\u0107 Elementary School <\/em>in Crvenka, near Vrbas, describes the state of the school toilet. Some 850 students go to that school.<\/p><p>\u201cAbsolutely everything needs to be changed \u2013 yesterday,\u201d adds the parent, speaking on condition of anonymity.<\/p><p>Doctor <strong>Jelena Zeli\u0107 <\/strong>of the <em>Sombor Public Health Institute <\/em><a href=\"https:\/\/www.cins.rs\/higijena-u-brojnim-osnovnim-skolama-cucavci-poljski-toaleti-bez-sapuna-i-papira\/\">earlier<\/a>\u00a0explained to the <em>Center for Investigative Journalism of Serbia <\/em>(CINS) that this toilet needed to be reconstructed:<\/p><p>\u201cThere are no doors, the pipes are rusty, they\u2019re squat toilets. A squat toilet is a hygienic form of toilet, but this one is rusty, run-down. Disinfectant can be poured there infinitely, but it\u2019s basically pointless. Some reconstruction simply has to be carried out.\u201d Although Zeli\u0107 did not say what school she was referring to, CINS found out that it is <em>Vuk Karad\u017ei\u0107 <\/em>in Crvenka.<\/p><p>Where reconstruction is concerned, schools first and foremost apply for competitions with the <em>Ministry of Education, Science and Technological Development <\/em>and the<em> Public Investment Management Office, <\/em>whereas for smaller projects, such as painting or replacing lighting, the funds can be provided by the local self-government, too. Schools in the territory of Vojvodina can also request money from the <em>Provincial Secretariat for Education, Regulations, Administration and National Minorities \u2013 National Communities. <\/em>In 2018 and 2019, the <em>Province <\/em>had an annual budget of between 186 million and 204 million dinars for school projects, followed by the <em>Ministry <\/em>with roughly 90 million dinars.<\/p><p>CINS\u2019 research shows that before and during the coronavirus pandemic, hygiene in schools was not a priority for the <em>Ministry <\/em>and the <em>Provincial Secretariat <\/em>when it comes to reconstruction of schools, and that certain schools have had their requests denied for years. Over the course of three years, from 2018 to the end of 2020, funds were requested from these two institutions for the reconstruction, building or adaptation of school toilets 182 times. Twenty projects were approved. In that period, the <em>Province <\/em>invested 8.4% of the total allocated money in these projects, while the <em>Ministry <\/em>invested 3.3%.<\/p><div class=\"fullws\"><iframe loading=\"lazy\" src=\"https:\/\/e.infogram.com\/1d55df78-a8b9-43d6-954c-f14d42b7e448?src=embed\" title=\"\" width=\"902\" height=\"475\" scrolling=\"no\" frameborder=\"0\" style=\"border:none;\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/div><p>The fact that the school in Crvenka applied for competitions three years in a row also proves that it needs help. According to the data CINS obtained, this elementary school requested 10.6 million dinars from the <em>Ministry <\/em>for restroom reconstruction in 2018\u20132020. It was turned down every time.<\/p><p>School principal\u00a0<strong>Nata\u0161a \u0110eri\u0107<\/strong>\u00a0did not wish to talk with the CINS journalist.<\/p><p><em>Ministry <\/em>officials earlier told CINS that the sum \u201c<a href=\"https:\/\/www.cins.rs\/higijena-u-brojnim-osnovnim-skolama-cucavci-poljski-toaleti-bez-sapuna-i-papira\/\" target=\"_blank\" rel=\"noopener\">greatly exceeds the funding<\/a>\u00a0that may be awarded to a single school.\u201d<\/p><p>However, CINS has discovered that over the past three years the <em>Ministry <\/em>has awarded more than that amount to four schools: two received funds for woodwork replacement (one of them got a new fa\u00e7ade, too), one for a gym at a satellite unit, and one for sports field reconstruction.<\/p><p>In early 2020, the <em>Stan\u010di\u0107 Milan U\u010da Elementary School <\/em>in Kumane, near Zrenjanin, was awarded 10.9 million for the reconstruction of the sports field in the schoolyard. Oktobar<\/em>\u00a0<em>Elementary School <\/em>in Ba\u0161aid, near Kikinda, in 2020.<\/p><p>The school got the money that same year, but from the local self-government. Instead of the 4.8 million it had requested from the <em>Ministry, <\/em>it received 1.7 million from the <em>City of Kikinda.<\/em><\/p><p>When asked why the <em>Ministry <\/em>did not grant them the money, school principal <strong>Mirko Vlajkov <\/strong>replied that he had not asked and that the <em>Ministry <\/em>never offered an explanation:<\/p><p>\u201cWe do not know why, they do not give information on why they turn someone down.\u201d<\/p><p>He adds that the sanitation blocks have not been repaired since the 1970s, but claims that the problem has now been solved thanks to the <em>City\u2019s <\/em>donation.<\/p><p><em>Ministry <\/em>representatives declined an interview and did not answer any of CINS\u2019 questions.<\/p><p>This kind of project selection has been going on for years now.<\/p><p>The <em>Provincial Secretariat <\/em>earmarked money for 59 projects in 2018, three of which were for restroom reconstruction \u2013 7.7 million dinars in total. Twenty-four schools requested funding for that purpose, through 29 projects.<\/p><p>That same year, the <em>Province <\/em>awarded 4.7 million dinars to a school for the reconstruction of the schoolyard. It was the <em>Miroslav Anti\u0107 Elementary School <\/em>in Od\u017eaci.<\/p><p>The following year, the situation was better: out of the 53 green-lighted projects, 10 were related to toilet reconstruction (and 24 schools requested funding through 31 projects).<\/p><p>There were instances where a school would not get money for toilets, but did get it for some other works. For example, the <em>Jovan Gr\u010di\u0107 Milenko Elementary School <\/em>in Beo\u010din did not manage to fix the toilets in 2018 (for 1.5 million dinars) or in 2019 (1.3 million), but did replace the woodwork in 2018, for 4.7 million.<\/p><p>Officials of the <em>Provincial Secretariat <\/em>explain that there are several criteria for evaluating applications. They include the importance of a project for the students and employees, impact on the quality of classes, financial justifiability, and sustainability. They claim that there is no limit to the amount a school can request and receive.<\/p><p>Sanitation blocks are one of the priorities, the <em>Province <\/em>says, but so is repair of leaky roofs, reconstruction of installations, damaged woodwork, damaged access roads and sports fields, repair of collapsing facades.<\/p><p>Doctor\u00a0<strong>Tatjana Vidanovi\u0107<\/strong>\u00a0from the <em>Pirot Public Health Institute <\/em>believes that hygiene must be a priority in schools:<\/p><p>\u201cSafe drinking water at all times, and not only for drinking but for washing hands and face, for everything, since a number of schools do not have that.\u201d<\/p><p>Asked what she thought was more important, investing in toilets or in other projects, like equipping schoolyards, Vidanovi\u0107 points out that construction of sports fields is in distant second place.<\/p><p>\u201cAs far as health is concerned, those are two things that cannot be compared.\u201d<\/p><figure id=\"attachment_30036\" aria-describedby=\"caption-attachment-30036\" style=\"width: 576px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-30036\" src=\"https:\/\/www.cins.rs\/wp-content\/uploads\/2021\/04\/Dvoriste-u-OS-Stancic-Milan-Uca-Kumane-576x324.jpg\" alt=\"\" width=\"576\" height=\"324\" srcset=\"https:\/\/www.cins.rs\/wp-content\/uploads\/2021\/04\/Dvoriste-u-OS-Stancic-Milan-Uca-Kumane-576x324.jpg 576w, https:\/\/www.cins.rs\/wp-content\/uploads\/2021\/04\/Dvoriste-u-OS-Stancic-Milan-Uca-Kumane-966x543.jpg 966w, https:\/\/www.cins.rs\/wp-content\/uploads\/2021\/04\/Dvoriste-u-OS-Stancic-Milan-Uca-Kumane-768x432.jpg 768w, https:\/\/www.cins.rs\/wp-content\/uploads\/2021\/04\/Dvoriste-u-OS-Stancic-Milan-Uca-Kumane-150x84.jpg 150w, https:\/\/www.cins.rs\/wp-content\/uploads\/2021\/04\/Dvoriste-u-OS-Stancic-Milan-Uca-Kumane.jpg 1280w\" sizes=\"auto, (max-width: 576px) 100vw, 576px\" \/><figcaption id=\"caption-attachment-30036\" class=\"wp-caption-text\">Reconstructed yard at the Stan\u010di\u0107 Milan U\u010da Elementary School in Kumane; Photo: CINS<\/figcaption><\/figure><p>(Foto: <em>Reconstructed yard at the Stan\u010di\u0107 Milan U\u010da Elementary School in Kumane; Photo: CINS<\/em>)<\/p><p>Whether money is invested in hygiene also depends on whether schools even request that in competitions.<\/p><p>For example, the <em>Mi\u0107a Stanojlovi\u0107 Elementary School <\/em>in Koceljeva (a small town between \u0160abac and Valjevo) received 11.5 million dinars from the <em>Ministry<\/em> for the gym in a satellite unit in 2019. That unit was attended by 88 students at the time. On the other hand, data of the <em>\u0160abac Public Health Institute <\/em>show that in the school\u2019s four satellite units, with fewer than ten students per unit, the students do not have the option of washing their hands. Principal <strong>Sonja Popovi\u0107 <\/strong>did not apply for funding for the sinks because, as she puts it, they are trying to solve the problem using their own funds.<\/p><p>The <em>Provincial Secretariat <\/em>says in its reply that about 20% of all applications submitted do not meet the formal requirements:<\/p><p>\u201c[They are] applications without attached complete documents required by the competition, or they had formal shortcomings, such as for example with the bill of quantities and cost estimate (older than 6 months, not signed by the responsible designer, not numbered), the design documentation was not submitted or was incomplete, (&#8230;) the application was submitted by the wrong applicant.\u201d<\/p><div class=\"rmbox\"><div class=\"rmboxteaser\"><p><span style='font-size: 14px;'>Thank you for reposting CINS articles!
